Theft no longer a challenge for auto insurance companies
Vehicle crime has been reduced by about 50% since the South African Insurance Association (SAIA) standardized vehicle security, knocking vehicle crime off its pedestal as the biggest challenge facing the motor insurance sector. The SAIA, with the help of Business Against Crime, the Vehicle Security Association of SA (VESA) and the National Association of Automobile Manufacturers of South Africa (NAAMSA), created a grading system of factory-fitted security devices to standardize the level of security across all automobile manufacturers in the country.
According to Executive Deputy Officer of SAIA, Refilwe Moletsane, the Vehicle Security System (VSS) approval of factory-fitted devices was "a platform created to understand the grading of factory-fitted security devices without having to refer every vehicle to the manufacturer." While it is not the role of SAIA to ensure that all manufacturers meet the standard, it does give them, and insurers, a measure to gauge the level of security installed in vehicles.
A recent ruling by the Competition Tribunal found that Netstar, Matrix Vehicle Tracking, Tracker Network and VESA contravened the Competition Act by setting security standards that many other security companies could not live up to and thus not gain entry into the market. This, according to the Tribunal, was anti-competitive behaviour. While SAIA did not approve of those standards, they will continue to support minimum standards to protect the consumer and insurance companies.
Insurers use the VSS standard
"Insurers use the list of VSS approved vehicles to determine if a policyholder requires additional security on their vehicles," says Carandhomeinsurance.co.za. "The SAIA evaluates the level of security systems of all vehicles manufactured in South Africa, to help insurers determine the risk of insuring a vehicle." The evaluation of the security system is based on the price of the vehicle, the popularity of the vehicle and theft statistics.
"It is still the responsibility of individual insurers to evaluate the risk of theft for each vehicle. Just because a vehicle is VSS approved, does not mean that it will be approved by the insurance company, although it does help."
When evaluating the risk of a policyholders car insurance, insurers take into account the car theft statistics of the policyholder's vehicle. "Most vehicles do come with a factory-fitted VESA approved immobilizer or alarm system, but your insurer may determine that you require additional security depending on the theft statistics of your vehicle." Even if they do not, improved vehicle security does bring down the risk of theft resulting in a cheaper premium for the insured.
Vehicle security and insurance premiums
"Layered vehicle security is your best bet to bring down the costs of your premiums," notes Carandhomeinsurance.co.za. Tracking devices greatly reduce the cost of insurance, because it is both a deterrent and an excellent vehicle recovery measure. "Other devices such as a gear- or steering-lock are more deterrents to theft than measures to prevent theft." For this reason steering-locks are not considered by insurers to be approved anti-theft devices.
Etched vehicle security whereby the vehicle identification number (VIN) is magnetically etched into the doors and bumper of the vehicle acts as a good deterrent and recovery device, as do smart keys and immobilisers. "While devices go a long way to prevent vehicle crime, parking your car in a safe place and avoiding high crime areas is still the safest bet."
Eagle also recommends checking with your insurer whether your vehicle security device meets their standards. "If you decide to change insurers, make sure your new insurer finds your current security acceptable. If they don't, factor in the cost of improving your security devices before you decide to move insurers."
